Kao Kim Hourn, secretary-general of the Association of Southeast Asian Nations (ASEAN), sat down with RT to discuss the priorities of the organization and prospects for cooperation with Russia and China

Tuesday June 23, 2026

When I first arrived in Cambodia in 1998, I was often asked by academics, NGO staff and US Embassy CIA types what was my mission. I stated that I wanted to write stories about Cambodian citizens that fled the country during the Khmer Rouge Period. I was seeking those that returned to build it. Much to my surprise I was met with a reaction that… it will never happen or it will be hard to find. There were two that qualified.

Much to my surprise while channel chasing, I came across one of those men, Dr. Kao Kim Hourn who founded the University of Cambodia. He was being interviewed on the RT channel on a show titled The Interview. The topic was regarding his current role as the secretary-general of the Association of Southeast Asian Nations (ASEAN).

The ASEAN is an intergovernmental forum of all 11 states in Southeast Asia. ASEAN primarily focuses on Southeast Asian economic development, peaceful coexistence and adherence to international norms.

Member nations include: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam.

The predecessor of ASEAN was the Association of Southeast Asia (ASA), formed on 31 July 1961 consisting of Thailand, the Philippines, and Malaya. The ASEAN itself was created on August 8, 1967, when the foreign ministers of five countries - Indonesia, Malaysia, the Philippines, Singapore, and Thailand - signed the ASEAN Declaration.

Rather than go into detail about what was specifically discussed we'll leave that up to you. What should be pointed out that this is most likely as side of Russia and Cambodia that very few people are aware of. One can come away with an entirely different opinion of these nations.

In a future article we will publish our history with Dr. Kao Kim Hourn and his contributions to Cambodia. .
